William (David) Thomas

David Thomas has over 24 years of experience in federal government contract accounting, working extensively with companies’ senior management teams. With NeoSystems, David provides strategic financial leadership to government contractor clients, as well as manages clients’ day-to-day accounting operations.
Before joining NeoSystems, David was President and Owner of Abatis Solutions, Inc., which provided consulting services to address government contracting concerns. David also served as Controller and CFO for several large and small Washington DC area companies. These companies’ federal customers included the U.S. Agency for International Development, Department of Homeland Security, Department of Energy, Internal Revenue Service, Department of Commerce, General Services Administration, and several areas of the Department of Defense.
David has worked on cost volumes of winning government contract proposals and has built a broad range of expertise with the Defense Contract Audit Agency (DCAA). David has assisted companies through audits and Incurred Cost Submissions, generating indirect rate structures, and accounting system implementations. In addition, he has successfully assisted federal government contractors by modifying, adapting and troubleshooting accounting systems, including Deltek Costpoint®.
David has a Master‘s Degree in Business Administration with a concentration in Finance from Howard University.
