Jay Kester directs NeoSystems' Contract Management and Administration practice, integrating contract management activities with accounting services. NeoSystems, through Jay’s efforts, has enabled companies to price, propose, perform, report, and manage projects in compliance with a wide variety of contract requirements in an ever-changing regulatory environment. As a result, clients remain informed about the status of their projects and manage the associated costs while ensuring that all projects are performed in accordance with applicable rules and regulations.
Jay has 16 years of related experience providing contract and financial management support to small, mid-sized, and large businesses. He is proficient with accounting operations, government and commercial procurement, General Services Administration (GSA) schedule management, project management, and various regulatory requirements applicable to federal contractors.
Jay has negotiated non-disclosure, teaming, subcontract, and contract agreements under multi-million dollar efforts, and is well-versed in the application of the cost, fixed-price, and time-and-material contracting types employed by federal buyers. During his career, Jay implemented procedures that kept his projects in compliance with requirements of the Defense Contract Audit Agency (DCAA), GSA, Federal Acquisition Regulations (FAR) and DCAA’s Cost Accounting Standards (CAS).
Jay holds a Bachelor’s of Business Administration degree from The College of William and Mary and has completed multiple courses through the University of Virginia Contract Management Program.
