In previous years, the Defense Contract Auditing Agency (DCAA) has selected over 6,000 government contracting businesses for an Incurred Cost Submission (ICS) audit.  Many of these audits resulted in contractors receiving “inadequacy letters”.

The Incurred Cost Electronic (ICE) model, DCAA’s official mechanism for submitting an ICS, only further complicates matters. With a confusing set of macros, distracting questionnaire, and overabundance of worksheets, the modified ICE has an unnecessary learning curve for a one-time annual process.
