Rich Wilkinson is a nationally recognized expert in Government Contracting, compliance, trends and regulatory controls.
He has over 35 years direct experience, first as a Contracting Officer, then Controller of leading government contracting firms, and finally, as an executive at Deltek, the gold-standard systems solutions company in the Government industry. His broad experience has given him a unique awareness of the pressures felt by those within the government community and the contractors who provide vital projects, products, and services for our country.
In his role as Contracting Officer with the Naval Air Systems Command, Rich spent 8 years working for the U.S. Navy in anti-submarine warfare.
He also took the Navy's Advanced Signal Processor, an acoustic signal processor, through advanced development and first production and saw it adopted in every ASW platform in the Navy from submarines to surface ships to aircraft.
Over the next 12 years, Rich worked for mid and large government contractors, including Man Tech and CSC. He implemented more than 12 instances of Deltek
accounting software, setting up and managing both financial operations and Government contract compliance functions.
Rich then made his mark at Deltek where he built Deltek’s pre-sales group and then served as Director of Training, forming a partnership with George Mason University to teach seminars in Government Contract Compliance for the School of Continuing Professional Education. During his 15 years with Deltek, Rich was also Vice President of Government Contracting where he monitored GovCon trends and regulatory changes, was a company spokesperson for all things GovCon related, directed market research and assisted in planning for the entire GovCon market space. Rich developed Deltek’s ground-breaking CLARITY GovCon studies, before assuming his new role as VP, Managed Accounting Services at NeoSystems.
